Crypto transfers may not always be completed instantly. A transfer may remain pending because of Travel Rule checks, statutory waiting periods, verification of sender or recipient information, additional security reviews or the confirmation process on the blockchain network. Therefore, there is no single answer to the question, “Why hasn’t my crypto transfer arrived?”
Crypto asset transfers in Türkiye are subject to various compliance and security checks under MASAK and capital markets legislation. MASAK’s Crypto Asset Service Providers Guide addresses the Travel Rule, time and limit restrictions on crypto transfers, and risk-based controls as separate obligations.
Therefore, when a transfer is pending, it is first necessary to understand whether the transaction has not yet been sent by the platform or whether it is pending after being submitted to the blockchain.

Why Do Crypto Transfers Remain Pending?

A crypto transfer may be delayed for different reasons. Some arise from the legal checks that the cryptocurrency exchange is required to apply, while others result directly from the way the blockchain network operates.
The most common reasons include:
  • missing information required under the Travel Rule,
  • waiting periods applied under the relevant legislation,
  • the transfer being subject to an additional security or risk review,
  • congestion on the blockchain network,
  • the required network confirmations not yet being completed,
  • the recipient platform not yet crediting the transaction to the account,
  • verification of the address, network or memo/tag information,
  • technical maintenance or temporary system checks.
Therefore, a pending transfer does not necessarily mean that the transaction has failed. Determining at which stage the delay occurs is the first step toward understanding its cause.

Why Does a Crypto Transfer Remain Pending Because of the Travel Rule?

The Travel Rule aims to ensure that the required information about the sender and recipient is available during a crypto asset transfer and can be transmitted securely between the relevant parties.
If the required information about the recipient, sender, platform used or wallet owner is missing, the user may be asked to provide additional information. The transaction may not proceed directly until this information has been completed or the necessary checks have concluded.
MASAK’s current Crypto Asset Service Providers Guide separately addresses the Travel Rule as one of the fundamental compliance obligations of crypto service providers.
Therefore, encountering questions such as “Does this wallet belong to you?”, “Who are you sending the transfer to?” or questions concerning the nature of the transaction during a crypto transfer may form part of the relevant compliance checks. In addition, separate from the Travel Rule, further information regarding the nature of the transaction may be requested under the applicable regulations.

I Completed the Travel Rule Information, So Why Is My Transfer Still Pending?

Completing the Travel Rule information does not mean that the transfer will be processed immediately in every case. The transaction may also be subject to another regulatory obligation, security review or technical process.
For example, after the Travel Rule check has been completed, the transfer may:
  • be subject to a waiting period required under the applicable legislation,
  • be selected for an additional risk-based review,
  • be awaiting network confirmation after being submitted to blockchain,
  • be waiting for the recipient platform to complete the necessary checks.
At this point, the Travel Rule and other transfer checks must be distinguished from one another. While the Travel Rule concerns information obligations relating to the parties to a transfer, waiting periods and blockchain confirmations are separate processes.

What Are the 48- and 72-Hour Waiting Periods for Crypto Withdrawals?

Türkiye has certain statutory waiting periods for crypto asset withdrawals.
Under MASAK General Communiqué (Serial No. 29), published on June 28, 2025, platforms are required to process crypto asset withdrawals, including transfers to other platforms, at least 48 hours after the purchase, exchange or deposit of the crypto asset to be transferred.
For a user’s first crypto asset withdrawal, this period is applied as at least 72 hours.
There is an important distinction:
  • The 48/72-hour waiting period is not the Travel Rule.
The Travel Rule is a compliance obligation concerning sender and recipient information. The 48- and 72-hour periods are separate enhanced measures applied to crypto asset withdrawals. Because both rules may affect the same transfer, users may confuse these two practices.

I Deposited Crypto, but Why Hasn’t It Been Credited to My Account?

A crypto asset sent from another wallet or platform may not be credited to the recipient account immediately, even if it has been submitted to blockchain.
One possible reason is that the relevant blockchain has not yet reached the required number of confirmations. Transaction validation methods and the minimum number of confirmations accepted by platforms may differ between networks.
If the transfer has been completed on the blockchain but has not been credited to the account, the recipient platform may need to process the transfer separately. Missing information under the Travel Rule or the need for an additional transaction review may also affect when the transfer is credited to the user’s balance.
Therefore, when experiencing a situation in which “I deposited crypto, but it hasn’t arrived,” checking only the transaction status on the sending platform is not sufficient. The transfer’s status on the blockchain and the processing stage on the recipient platform should also be checked.

Why Is My Crypto Withdrawal Pending?

A pending crypto withdrawal may indicate that the asset has not yet been submitted to blockchain. This may be caused by a statutory waiting period, completion of Travel Rule information, a security check or another risk assessment.
The current regulations in Türkiye also require platforms to obtain a description of at least 20 characters from the customer concerning the nature of the transaction for all crypto asset transfers.
Users may therefore encounter additional information or description fields on withdrawal screens that they have not seen before. These steps may not simply reflect a user experience preference but may result from the implementation of the relevant compliance obligations.

There Is a TXID, but Why Hasn’t the Crypto Transfer Arrived?

A TXID (transaction ID) is unique transaction information that enables a transfer submitted to the blockchain to be tracked.
If a TXID has been generated for a transfer, the user can check the transaction’s status through the relevant blockchain explorer. If the transaction has not yet received sufficient network confirmations, the recipient platform may not credit the transfer to the balance.
If the transaction appears successful under the TXID but the asset has not been credited to the account, the following points can be checked:
  • whether the correct blockchain network was used,
  • whether the recipient address is correct,
  • whether the memo/tag information was entered correctly where required,
  • whether the required network confirmations have been completed,
  • whether the recipient platform is conducting an additional transfer check.
At this stage, the issue may no longer concern only the sending exchange. The transaction may have been completed on the blockchain while the recipient platform’s checks are still ongoing.

The Blockchain Transaction Is Complete, So Why Hasn’t It Been Credited to the Exchange?

A transaction appearing as “successful” on the blockchain and the asset being added to the available balance of a cryptocurrency exchange account are not the same stage.
The blockchain transaction shows that the asset has been sent to the relevant address. However, the exchange may still need to identify the transaction in its own system, check the required network confirmations and complete any applicable compliance or security checks.
Additional verification may be requested, particularly when sender or recipient information is insufficient for transfers received from another platform. Therefore, a transaction that appears complete on the blockchain may continue to be processed by the platform for a short period.

What Should Be Checked While a Crypto Transfer Is Pending?

If your crypto transfer is pending, it is useful to first determine which stage the transaction has reached.
If a TXID has not been generated, the transaction may not yet have been submitted to the blockchain. In this case, the Travel Rule information, statutory waiting period or other checks performed by the platform may still be in progress.
If a TXID has been generated, the transaction can be tracked on the blockchain. The network confirmations, recipient address and network used should be checked.
If the transaction has been completed on the blockchain but the asset has not been credited to the recipient account, the recipient platform may still be completing the required confirmation or compliance checks.
This distinction makes it easier to answer the question, “Why are my funds stuck?” A transfer waiting before leaving the platform and a transfer waiting after being submitted to the blockchain may have different causes.

Why Are Security and Regulation Important for Crypto Transfers?

The ability to process crypto transfers quickly is important for user experience. However, transfers must also be performed securely, traceably and in compliance with the applicable legislation.
Crypto asset service providers in Türkiye are subject to various obligations, including customer identification, the Travel Rule, transfer restrictions, risk management and suspicious transaction checks.
