What Is the Travel Rule?
The Travel Rule is a compliance requirement that ensures certain information about the sender and recipient accompanies a crypto asset transfer. Its primary purpose is to make the parties involved in crypto transfers traceable and prevent the financial system from being used for money laundering or terrorist financing.
Crypto asset service providers in Türkiye are subject to various obligations under Law No. 5549 on the Prevention of Laundering Proceeds of Crime, the relevant MASAK regulations and the Capital Markets Law. One of these obligations is the secure transmission of sender and recipient information when required for crypto asset transfers.
Therefore, when making a transfer from a cryptocurrency exchange to another platform or crypto wallet, requests for additional information about the recipient, wallet or nature of the transfer are not merely at the platform’s discretion. These checks may form part of regulatory compliance processes.

What Is the Travel Rule?

what is travel rule
The  Travel Rule is a regulatory practice that requires service providers facilitating crypto asset transfers to collect and verify certain information about the sender and recipient and, when necessary, securely transmit it to the service provider on the other side of the transaction.
The term “Travel Rule” comes from the idea that the relevant information travels together with the transfer. In other words, the objective is not only to transfer a crypto asset from one wallet to another but also to make the identities of the parties involved traceable to a certain extent.
The Capital Markets Law in Türkiye regulates the secure transmission by crypto asset service providers of the information and data concerning senders and recipients that must be included in crypto asset transfer messages under the applicable legislation. This transmission may also be carried out through independent messaging systems or application interfaces outside distributed ledger technology.

Why Is the Travel Rule Applied?

The primary purpose of the Travel Rule is to reduce the risk of crypto assets being used anonymously or by unidentified parties for illegal financial activities.
Although wallet addresses and transaction amounts can be viewed for a transaction performed on a blockchain, a wallet address alone may not always reveal the identity of its real-world owner. The Travel Rule helps crypto asset service providers know their customers and identify the parties to transfer.
Within this scope, the Travel Rule supports:
  • the prevention of money laundering,
  • efforts to combat terrorist financing,
  • the identification of suspicious transactions,
  • greater traceability of crypto transfers,
  • service providers’ fulfilment of their risk management and compliance obligations.
Therefore, the Travel Rule was not created to add unnecessary steps for users. It is one of the ways in which the traceability approach applied to money transfers within the financial system has been adapted to crypto asset transfers.

Is the Travel Rule Mandatory in Türkiye?

Crypto asset service providers in Türkiye are required to comply with the relevant MASAK and capital markets regulations when processing transfer transactions.
Under the provisions of Capital Markets Law No. 6362 concerning crypto asset service providers, crypto transfers performed by customers must comply with the regulations of the Board and MASAK. The legislation also requires the information and data concerning senders and recipients that must be included in transfer messages to be transmitted securely through the prescribed methods.
The Crypto Asset Service Providers Guide published by MASAK also addresses the Travel Rule as one of the fundamental compliance obligations of crypto asset service providers.
Therefore, requests for additional information, the performance of certain checks or the review of particular transactions during transfers on platforms operating in Türkiye may result from regulatory compliance processes.

What Information May Be Requested Under the Travel Rule?

Depending on the structure of the transfer and the checks required under the applicable legislation, different information about the sender or recipient may be requested.
This information may include:
  • the sender’s identity information,
  • the recipient’s name or identity information,
  • the platform through which the transfer is being made,
  • information about the wallet from which assets will be sent or received,
  • the identity of the wallet owner,
  • the purpose or nature of the transfer.
In addition to Travel Rule obligations, further information may be requested during transfers as part of other enhanced measures applied to crypto asset service providers in Türkiye. For example, platforms are required to obtain from customers a transaction description of the nature prescribed by applicable legislation for all crypto asset transfers. Users may therefore encounter additional fields concerning the purpose or description of a transaction during the transfer process.
The scope of the requested information may vary depending on the type of transfer, whether the counterparty is another crypto asset service provider and the transaction’s risk level.

How Does the Travel Rule Affect Crypto Transfers?

For users, the Travel Rule is most visible during cryptocurrency deposit and withdrawal transactions.
For example, when a user wants to send Bitcoin or another crypto asset from their account to an account on a different platform, completing the transfer using only a wallet address may not be sufficient. The platform may ask who owns the recipient account or which service provider will receive the transfer.
Similarly, information concerning the sender or service provider may need to be checked for crypto transfers received from another platform.
These processes may result in additional verification or review for certain transfers. The application of such a check does not mean that the transfer cannot technically be completed on the blockchain. It indicates that the platform is evaluating the relevant transaction within the scope of its regulatory and risk management obligations.

Does the Travel Rule Apply to Transfers to Personal Wallets?

Crypto asset transfers do not take place only between two exchanges. Users may also send crypto assets to personal wallets under their control or transfer assets from these wallets to their platform accounts.
Because there is no other crypto asset service provider on the receiving side of a personal wallet transfer that can share user information, the process may differ from transfers between platforms. In such cases, the service provider may request additional information from the user to determine who owns the wallet or establish the nature of the transfer.
Therefore, transferring assets to a personal wallet does not mean that regulatory checks are eliminated entirely. Crypto asset service providers continue to fulfil their customer identification, transaction monitoring and risk management obligations.

What Is the Difference Between the Travel Rule and KYC?

travel rule
Although the Travel Rule and KYC are related, they are not the same concept.
KYC (Know Your Customer) aims to enable a crypto asset service provider to identify and verify its customers. The identity verification procedures completed when a user opens an account are the most familiar example of this process.
The Travel Rule, on the other hand, focuses on crypto transfers. It ensures that the necessary information about the sender and recipient is available during the transfer process and can be shared securely between the relevant parties.
In short, KYC answers the question “Who is this user?”, while the Travel Rule answers “Who is sending this transfer to whom?”
Together, these two practices help crypto asset service providers know their customers and monitor asset movements more effectively.

Are the Travel Rule and Transfer Waiting Period the Same?

No. The Travel Rule and the waiting periods applied to crypto asset withdrawals are separate regulations.
Under the MASAK General Communiqué in Türkiye, certain crypto asset withdrawals are subject to a waiting period of at least 48 hours following the purchase, exchange or deposit of the crypto asset. For a user’s first crypto asset withdrawal, this period is at least 72 hours.
The Travel Rule concerns the collection and transmission of information about the parties to a transfer.
Therefore, a user may be required both to provide information under the Travel Rule and to wait for a specified period because the relevant transaction is subject to another regulatory measure. Although the purposes of the two practices are related, they are not legally or operationally the same rule.

How Does the Travel Rule Support User Security?

While the ability to transfer crypto assets quickly and across borders provides significant advantages, it may also create various risks involving fraud and illegal fund transfers.
The Travel Rule aims to make information about the parties into a transaction accessible alongside wallet addresses. This structure contributes to the detection of suspicious activity, the investigation of fraud cases and the prevention of misuse of the financial system.
For a reliable cryptocurrency exchange, compliance with regulations and user experience are not alternatives to one another. Clearly explaining why certain information is requested and applying checks through a process that is as understandable as possible are important components of a secure crypto ecosystem.
CoinTR also applies the necessary identity verification, transfer control and risk management processes to support user security and regulatory compliance. The additional information steps encountered under the Travel Rule are part of the regulatory framework designed to make crypto transfers safer and more traceable.
